The verse (And there is no moving creature on the earth but that upon Allah is its provision….) means that Allah has taken the responsibility for the provision of every creature and that no one receive sustenance except through. Allah tests people through Him. This does not mean that every person through abundance and scarcity, and He may allow famines to occur as a trial, a consequence of human wrongdoing, or for reasons known only to Him. Those who die during a famine do not die because Allah failed to provide for them; rather, they die when their decreed lifespan and provision have reached their appointed end appointed end. At the same time, people, are commanded to work, share, wealth, assist the needy, and prevent oppression, because many cases of hunger result not from a lack of resources but from human failure to distribute they justly.
